The Non-Personal Data (NPD) governance framework aims to unlock the value of data in a way that leads to the fulfilment of ‘public interest purposes’ through establishing a community rights framework. Apart from the NPD governance framework, sectoral-level initiatives include the Data Empowerment and Protection Architecture and National Health Data Management Policy. These have also prescribed conditions of consent and data management mechanisms that would inadvertently affect consumers. This Policy Brief highlights key issues in the data governance ecosystem from the lens of the NPD Governance Framework proposed by the Committee of Experts.
