Public procurement refers to the purchase by governments and state-owned enterprises (SoEs) of goods, services and works. Public procurement is estimated to account for between 10 and 15 percent of gross domestic product (GDP) and is one of the biggest areas of spending by a government. In Zambia, an estimated 10 percent of GDP is spent on public procurement. This document is designed to provide a basic checklist covering the steps in a normal procurement cycle. It aims to simplify the requirements under the law, and build-in a procompetitive framework for procurement officers to rely upon.
